AUSTRALIA FOLLOWS UK LEAD IN EFFICIENCY STAKES


Widely credited in the UK for creating genuine and sustainable savings in public sector procurement, Comensura has expanded its operation into Australia.

Responding to the Australian public sector’s demands for greater efficiencies in procuring and transacting with services supply chain, Comensura believes it is possible to recreate the 10%+ cost saving delivered to more than 50 UK local authorities, across a £300 million procurement spend.

Early assessment of the marketplace has seen the e-procurement specialist identify a wealth of opportunity for the application of Comensura’s bespoke vendor management system. In contrast to the UK where most of its work takes place with local authorities, the company believes its role will be to work more actively with state and federal government departments, which in turn will establish framework contracts that can be accessed at local level.

While not yet challenged by Gershon-like efficiency targets, Julian Young, CEO Comensura, believes the Australian market is becoming increasingly savvy:

“Faced with a growing skills shortage, an aging population and increasing pressures to upgrade public services, adoption of clever procurement methods will facilitate public and private organisations to realign budgets to staff front line services – and this is recognised across the board,” he says.

Already progressive in its approach to procurement, central purchasing bodies have been established where contracts are negotiated on a periodic basis, which internal State departments and local governments can access. This eliminates the need to undertake a formal tender process.

Additionally private sector operators in service-intensive industries such as banking, IT and the airlines are also calling out for an efficient means to meet personnel shortages in a bid to maintain service standards.

Young continues: “Like the UK, there is an increased move towards flexible working options and agency work is holding an increased amount of appeal for the population. Combine this with a skills shortage and it’s clear that there is a need for a strong management structure which will streamline spending and activity involved in the recruitment/ordering process.”

A commitment to servicing its existing client base in the UK could be described as added impetus for Comensura’s expansion into the southern hemisphere. Having successfully launched a round-the-clock help desk in July 2006, the company has appointed a local team to help spearhead savings across the new market, further strengthening the technology available to existing customers.
