A property expert says that Home Information Packs are an opportunity for the whole industry – but property buyers will be the real winners.
[UKPRwire, Wed Aug 22 2007] The introduction of Home Information Packs (HIPs) for 3 bedroom homes from 10th September opens up the prospect of a HIP being available to most of the homebuying market. Whilst met with continued resistance from the industry and most sellers, property buyers will welcome a HIP as an opportunity to make informed decisions before committing to a purchase.

David sees the pack as a logical way of answering those niggly, but often important, questions at an early stage.
He says, “Too often a buyer’s enquiries to an agent are met with “your solicitor will have to tell you that”. In most cases that is unacceptable. Now, agents will have the same information and can guide buyers to the relevant part of the report to answer their queries. Something as simple as a title plan can clearly display the boundaries, identify rights of way and even occupational restrictions.”
The argument for the introduction of HIPs has swayed from ‘helping to speed up the homebuying process’ to ‘assessing the energy efficiency of homes’. Perhaps now, David suggests, the original reason should be promoted.
“We need to get back to what the pack was intended for. Of course, green issues are important, but for many buyers, the prospect of appraising everything about a property early on should be very attractive.”
“If the packs enable buyers to make quicker, informed decisions, why shouldn’t sellers and agents welcome the extra transparency that a HIP brings?”
