Trinidad and Tobago is the leading producer of oil and gas and net exporter of petroleum products in the Caribbean region. Natural gas is the primary fuel for power generation in the country. The power sector is regulated and the government-owned Trinidad and Tobago Electricity Commission (T&TEC) has a monopoly in the transmission and distribution system, whereas power generation is dominated by Independent Power Producers (IPPs). T&TEC purchases electricity from IPPs through long-term power purchase agreements. Since T&TEC is the sole electricity supplier in the country, there is no competition in terms of electricity sales. Electricity prices have been kept low by government policies, and the country now has the lowest electricity rates in the Caribbean region. Trinidad and Tobago has a 92% electrification rate. The Regulated Industries Commission (RIC) is the statutory body responsible for regulating the power sector in the country. RIC ensures good quality, efficient services by maintaining a credible regulating system.
